Place flour, baking powder and 1 cup sugar in bowl. Make a well and add oil, eggyolks, water and juice. Beat until smooth. Meanwhile, beat the eggwhites and cream of tartar until soft peaks. Gradually add the 1/2 cup sugar and continue beating until stiff peaks. fold in the eggyolk mixture into the meringue. Place in ungreased tube pan and bake at 325 degrees F. for 50-60 minutes or until done. Invert and cool.
